(4) Improve relevant policies and regulations.

The overdue application for the above subsidies will not be accepted. Those who have enjoyed subsidies according to the original overdue provisions and re-apply because of the adjustment of subsidy application time will not be accepted.

2. If all kinds of employment and entrepreneurship subsidies are based on employment registration, employment registration is no longer required.

3. The number of on-the-job domestic workers in the application conditions for social security subsidies for employee-based domestic enterprises is relaxed to not less than 10, and the requirement that the paid-in registered capital is not less than 300,000 yuan is cancelled. The application materials are simplified into subsidy application forms and labor contracts. Adjust the on-site spot check to randomly check the declared employees in proportion. The subsidy period shall not exceed 3 years.

4. Encourage qualified third-party accreditation bodies to carry out the corresponding level of training and accreditation for on-the-job workers, unemployed people, people with employment difficulties (including disabled people), retired soldiers, professional farmers and other people. The content such as the subsidy standard for the determination of vocational skill level shall be implemented according to the Implementation Plan of Hangzhou Vocational Skill Improvement Action (No.43 [2020] of Hangzhou People’s Social Development Agency), and the subsidy for skill improvement shall not be enjoyed repeatedly.

Fourth, optimize public employment services

(A) expand service functions

1. Strengthen human resources services. 3. Broaden online application channels. Registered unemployed people and people with employment difficulties in Hangzhou move their household registration within the city, and go through the formalities of changing their jurisdiction in the public employment service agency where the household registration moves. VI. Others
