In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China, give full play to the role of talents as strategic resources, implement a more active, open and effective talent policy, promote scientific and technological innovation, and promote the development of high-tech industries, the following measures are formulated in light of the actual situation of this Municipality.

2. Support innovative entities to introduce and use overseas talents. For the selected conventional talent introduction projects, financial support of up to 500,000 yuan will be given for one year, and for the selected key talent introduction projects, financial support of not less than 500,000 yuan will be given for three consecutive years. For the inventor who won the "China Patent Gold Award" patent, the independent inventor who obtained more than three (inclusive) invention patents, and the main inventor who obtained more than six (inclusive) invention patents as the second author and above, if his patents have achieved remarkable economic and social benefits, he can apply for talent introduction. Add the method of evaluating the introduction of talents by social contribution. For talents employed by scientific and technological innovation enterprises within the administrative area of this Municipality, if the annual taxable income exceeds a certain multiple of the average salary of employees in the previous year (8 times for enterprises registered in the six districts of the city and Beijing Economic and Technological Development Zone, and 6 times for those registered in other areas of this Municipality), they can apply for talent introduction; For talents employed by scientific and technological innovation service institutions within the administrative area of this Municipality, if the taxable income in the past three years exceeds a certain multiple of the average wage of employees in the whole city in the previous year (20 times for institutions registered in six districts of the city and Beijing Economic and Technological Development Zone, and 15 times for those registered in other areas of this Municipality), they can apply for talent introduction. Winners of national awards in the fields of press and publication, radio, film and television, culture and art, cultural relics protection and those selected for the national cultural and creative talents training project may apply for talent introduction. Well-known media people, freelance writers, art brokers, cultural inheritors, exhibition planners, talents integrating culture and technology, as well as famous writers, directors and screenwriters who have made great contributions to society can apply for talent introduction. 5. Increase the introduction of financial talents. The paid-in capital of angel investment or venture capital fund managers is more than 100 million yuan, the paid-in capital of equity investment fund managers is more than 300 million yuan, and the paid-in capital of equity investment fund managers is more than 500 million yuan. The fund managers and the funds they manage are established and put on record in Beijing. If their legal representatives, executive partners (appointed representatives) and core senior managers have served for three years and made outstanding contributions, they can apply for talent introduction. Financial holding groups, licensed financial institutions, financial infrastructure platforms and financial organizations established in Beijing have achieved outstanding results in serving the development of high-tech industries in this city, and their senior managers and core business backbones may apply for the introduction of talents. 6. Break down barriers to talent introduction. In principle, the age of talent introduction should not exceed 45 years old, and the age limit can be relaxed to 50 years old for those introduced by "three cities and one district", and the age limit can be further relaxed for those with outstanding personal ability, performance and contribution. The introduction of talents can be settled in the collective households of the employing unit or the collective households of the talent public service institutions in the district where the employing unit is located. Spouses and minor children who introduce talents can move with them. Freelancers who are in urgent need in this city can enjoy the talent introduction policy according to regulations. Foreign talents can also enjoy convenience in entry and exit and customs clearance. In mature municipal scientific research institutes, new R&D institutions, new think tanks and innovative leading enterprises, the right to evaluate professional titles is delegated, and talents are independently evaluated by innovative subjects. Break the restrictions of nationality, household registration and system, and establish and improve the channels for all kinds of talents to declare their professional titles. Combined with the needs of the development of high-tech industries in this city, new professional titles such as creative design, scientific communication, artificial intelligence and technical brokerage are added. Formulate incentives for outstanding talents, and establish an incentive mechanism that is linked to individual performance contributions. Outstanding performance contributions can be rewarded with a maximum of 2 million yuan per year. Set up the "Young Beijing Scholars Program" to encourage outstanding young talents to actively engage in cutting-edge scientific research and original innovation, and selected talents can enjoy periodic financial support. Set up incentive funds for advice and suggestions, encourage all sectors of society to put forward opinions and suggestions on the development of high-tech industries in this city, and give a one-time reward of 100,000 yuan to 1 million yuan according to the contribution. High-level overseas talents who have made outstanding achievements in innovation and entrepreneurship in Beijing are not limited by age, education and other conditions, and are given priority in the "Haiju Project" and enjoy corresponding incentives and living conditions. (6) Support the flow of scientific research talents. Establish a two-way channel for the free flow of scientific research talents inside and outside institutions. The scientific research talents of institutions of higher learning and research institutes in this city can make use of the scientific and technological achievements of themselves and their teams to innovate and start businesses by means of part-time, on-the-job business, on-the-job entrepreneurship, attachment to enterprises, cooperation with enterprise projects, and off-the-job entrepreneurship, and obtain corresponding remuneration or income from the transformation of achievements; The achievements made during the period of innovation and entrepreneurship can be used as an important basis for job title evaluation, post employment, assessment and reward, etc. Those who leave their posts to start a business will retain their personnel relations, basic salary and social security benefits within 3 years, and may be extended to 5 years under special circumstances. The achievements transformation unit can use more than 70% of the achievements transformation income for the remuneration and rewards of the leaders and their innovation teams, and those who have made important contributions to the transformation of scientific and technological achievements. In view of the diverse needs of convenient enrollment and international education, we will optimize the compulsory education enrollment service for children of experts selected for major talent projects in the country and this municipality and high-level talents at home and abroad.
